a big thanks to mark, supervisor farrell for stewarding this. and also a big thanks to the mayor who has really given us room to be innovative, room to pursue public private partnerships and has really supported innovation in our parks. and, john, thank you for hosting us here. supervisor avalos has been an incredible advocate for our neighborhood parks and one of the things great about this gift, this is not just going to parks frequented by tourists or destination parks. this is a benefit that is going into our neighborhoods. so, we're really thrilled. the last folks i want to thank are my own staff, katy, [speaker not understood]. these are projects that actually take work and we're -- i'm very proud and appreciative of my own staff's help in delivering this. so, a great day for parks. and i now get to introduce one more very important partner, mark tuitu who is head of the department of technology has brought an infusion of energy into the notion of innovation and partnership. so, mark, come on up. board president david chiu, supervisor mark farrell, and supervisor david campos spent an extraordinary amount of hours and i personally want to thank them for doing that because i know that those early morning hour meetings that occurred, the weekend phone calls, sometimes the phone calls were from lou to get them back to the table after some doors were slammed. and we know that because i've been through that myself. yet i would say that dedication and leadership persevered through our supervisors, and they made it happen. this could not have happened without a local businessman's participation as well, and of course i'm speaking about lou girardo. he agreed to serve as a mediator, gave a huge amount of his personal time to this effort. and while i know he didn't realize what this would take when he first volunteered after we asked him, i also know that he worked through a lot of frustration to get this agreement happen. and it wasn't just the meetings that he had between cpmc officials, sutter officials, and the board of supervisors. he took those extraordinary steps and all of us usu

(applause) >> while reforms and sacrifices have spared us deep cuts we've experienced during the deepest part of our economic downturn, we still have much work to do. this year's projected $123.6 million general fund shortfall and next year's $256 million shortfall requires strategic choices and strategic investment. so, in this budget you will see fiscal prudence, a high level of services to our residents, investments that protect our social safety net, increased public safety support for our neighborhoods, support for our critical infrastructure, and investments in our economy and job creation. one thing we agreed on early was that in the time of state and federal cuts, protecting our social safety net is more important than ever. so, therefore, i have rejected all proposed year-one mental health and substance abuse reductions from public health department and i have restored $4 million in federal cuts to programs serving people with
